I think I've found a bug in Wallenstein, but I'm not comfortable enough with the game to state that for certain.
In the first round of the game, the 3rd overall action, I failed to supply 3 armies on a supply 3 action. I had plenty of armies in my supply, it was just the first turn after all, and I successfully supplied 5 armies in the very next action. Just prior to this I had a failed invasion that cause one army to be returned to my supply. I don't know if this is related to my failure to supply 3 or not.
Is this a bug, it sure seems like it to me?

Hmm, it's summertime in that game now and the gamelog doesn't state which "Action Card" was in effect for Spring, but my guess is you were impacted by a "Lack of Troops in XXX" card based on this line in the gamelog:
