I can't rotate the tile, and none of the options that are generally listed in the upper right are visible (uncover level, swap treasure, etc.). To be honest, I can't remember if they generally are visible before I've placed the tile.

None of my settings have changed.

I just looked at the game and was able to rotate the tile (just as any inactive player could do).

To answer your implied question, the action bar doesn't show up until after you've placed the tile.

What browser are you using, and is there any chance you have javascript disabled?

I'm using Safari and I have JavaScript enabled.

I tried rebooting and that seems to have cleared it up. Sorry for the confusion.
