Currently, if I have Palace for Baden, and opponent takes Baden with Move A, and I take back Baden with Move B prior to Palace card, the Baden palace is not built.
Shouldn't the palace be built, based on control of the province at the time of action card by the player designating that action for that province? |

No. When you lost your province due to your opponent's Move A action, you had to physically give him your province card (in this case, the one that you had placed on the Palace space of your game board). If you retake the province during Move B, you will re-acquire the province card, but it goes to your hand and not to your game board. When the Palace phase subsequently occurs, you cannot build one as there is no province card for this action on your game board. |
