my opponent is placing things like swamp tile and rock tile on non land spots!!!

I thought this was only possible with pampas?

Can someone tell me if he is actually able to do this or if he has found some cheat on the site?

You can only do this when there is no place to place your swamps,rock,etc..tiles. Once you can't place them they become pampas tiles Cool
