In game 5138 when I choose Action 4 no "+" signs appear on the board to allow me to place my shrimp.

You can only introduce a shrimp onto a polyp tile (not onto a bare rock space). However, the only available polyp tiles are L2 and M3, which are on a coral rock on which you already have two shrimp (you can't have more than two shrimp on a single coral rock).
