Rotate New Tile???

When I start my turn, I place the curser on the new tile to be placed, a message appears. It states, Click to Rotate. Therefore, the stones should turn so I can place them however I wish. But this does not work, the stones do not rotate when I click on the new tile.
Whatz up???
