In our current game, id 9259, movement from 3-1 to 4-2 cost only 2, not 3 as it is shown in the map!

Um, you can go down and around for 2. Via 4-1.

You are probably playing with the new end-to-end worker movement and it found a better path than you saw yourself. That was one of the reasons we were unsure about implementing it.
