What helped me was checking if the process met the dora audit requirements, especially around how changes were tracked and approved. Once I tightened up how deployment logs and approvals were recorded, the strange delay in rollouts finally stopped. Felt like overkill at first, but turns out those steps actually cleared up a lot of confusion in the long run.
