I can take a harvest token from another player
but I am unable to place the token on an area that
includes hex 11-4
note -- on round 18 the yellow player removed a harvest token
from hex 11-4 and this land chain should be able to be used again

I have tried for 2 turns to harvest this land chain

NOt sure what happened there, but your game is fixed. I'll investigate and see if I can find what caused it.
