My current game, 28738, has allowed me to finalize actions without assigning all of my land cards which appears to be inconsistent with the version of the game rules that I have read.

You don't have to allocate actions to all your territories. Sometimes you don't have sufficient cash and have to pass. The board game gives each player 5 blank cards for the purpose of bluffing or making up the actions to 10.
