Can't place third volcano.

The game board says I should place the volcano, and there is only one place to put it. When I move the volcano and attempt to place it, the placement doesn't complete. But there is a message saying I should place a tile.

Amendment to previous post.
I have a message to add the last tile (a temple tile), and that is the tile that I can't place.

Have you tried to rotate the tile before placing it?
