If a player has two of these cards, should they be able to play both on the same round?
If so, is this impacted if only 1 province is available? |

No, you can only play one free farmer card per round, regardless of how many of them that you have, or how many provinces that you currently control.
Furthermore it must be played during the "buy resources" phase before you buy any farmers, and it's not allowable to play them at any other time during your turn (so no getting a free farmer power card during the "taking sacrifice rewards" phase and then playing it, sorry you must wait until the next round).
See the description of the power cards on the last page of the rules (page 13) and you'll see all the restrictions that I've outlined above, most noticeably, the one that states you can't play more than one of the same power card during the same round. |
