Hi, I've been there as well!
No it's not a bug. The distance that the players with the best and second best exhibitions move forward is determined by the position of the leading player, and not the position of the individual players. So, in this case the best exhibition, i.e. you, moves forward 3, and the second best would have moved forward 2 spaces.
What this means is that the scoring values of all the zones prior to the position of the leader can be ignored since they will never be used again. It also usually explains why the games slow down when the leader reaches that last 2/1 section since players seem less reluctant to risk their collection for a measly 2 points, especially if someone else earns 5 or 6 points by being the detective.
