In this game I'm not allowed to place the volcano tile to hex 2-5. I didn't find any rule for an explanation. Is there a mistake in the rules or in the game?

Placing there would isolate hex 1,5; if you place there, eventually someone would have to violate the rule that any new tile placed must be reachable.
