Year 1 Summer Action: 40thann was reported as troop shortage when there are 31 in supply. Please checkout.

That's the event card -- "lack of troops" in the region means paying 3 gold nets 3 armies instead of 5, and paying 2 gold nets 2 armies instead of 3. Has nothing to do with supply.
