Early turn end bug in game 5339?

Our first player's turn in 5339 seemed to end prematurely when he had only spent 8 points.

Looking at the gamelog, he did spend 10 actionpoints, bringing 5 workers to the board and making 5 1-point moves. Strange thing is that he moved 4 workers from 1-1 to 2-2, then moved one back from 2-2 to 1-1. Perhaps he meant to use the undo button instead of move the explorer back?
