You can't build that line because Black already has a line there. (You can build one segment into anyone else's line at each end - but no more unless there are no other building options.)

I don't see a black line - there is no line at all where I'm looking (between house and office). My screen also shows builds that should bot be allowed eg building parallel with green from pub to house/office.

looks to me like there's a black line from "double pub" south to office. If you've refreshed your cache and still can't see it then maybe it's one for the admins. You can build parallel to green because you're building from the end of the green line.
